Taylor Construction Management, LLC (TCM) is a full-scale project solutions company specializing supporting the delivery of timely and financially sound projects that meet the qualitative deliverables established by their customers. A Code Enforcement Officer (or similar role like an Airport Enforcement Officer) would focus on enforcing airport security, construction code, safety, and compliance with regulations specific to the airline’s operations within an airport environment. Based on general Code Enforcement Officer roles and responsibilities in an airport context. 

Duties and responsibilities  

  • Patrol and Monitor: Enforcing safety, security, traffic control, and parking standards on airport property, including patrolling airfield perimeters, terminals, curbs, and adjacent areas.  
  • Regulatory Compliance: Regulatory Compliance: Maintaining compliance with federal aviation regulations, airport procedures, and company policies in Texas. 
  • Inspections and Investigations: Conducting routine inspections of interior and exterior airport areas, identifying potential regulation breaches, and investigating accidents or incidents.  
  •  Conducting field inspections and investigations of homes, businesses, vacant lots, and other properties to identify and document violations of zoning, building, health, safety, and land use codes.    
  • Investigating Complaints: Responding to and investigating complaints from the public and other agencies regarding potential code violations.    
  • Enforcement Actions: Issuing notices or citations for violations (e.g., parking infractions, unauthorized personnel access) in Texas.  
  • Enforcing Codes: Educating property owners and the public on relevant laws and ordinances, issuing warning notices, citations, and other notices of violation to correct non-compliance.    
  • Security Procedures: Implementing procedures for unattended baggage or suspicious items and potentially assisting with vehicle searches.  
  • Coordination and Support: Providing support to law enforcement and emergency agencies as needed. Collaborating with other city departments, agencies, and the city solicitor on complex cases and coordinating efforts for consistent enforcement.    
  • Documentation and Reporting: Maintaining detailed records of enforcement activities, inspections, and investigations. Preparing detailed and accurate written reports, case files, and photographic documentation of violations and enforcement actions.    
  • Court Testimony: Preparing cases for court and providing testimony and evidence when necessary to support legal action against non-compliant individuals or property owners.    
  • Communication: Effectively communicating with the public, tenants, and various stakeholders regarding airport policies and regulations.   
  • Record Keeping: Maintaining complex logs, records, and files related to complaints, inspections, and enforcement activities.    

 

Required Skills & Knowledge  

  • Legal Knowledge: Understanding of relevant municipal codes, ordinances, laws, and regulations, including zoning, health and safety, land use, and nuisance abatement.    
  • Communication: Strong oral and written communication skills to explain complex regulations to the public and prepare clear, concise reports.    
  • Investigation: Ability to conduct thorough investigations, gather evidence, and make sound findings based on code requirements.    
  • Technical Skills: Proficiency in using computers for data entry, record-keeping, and preparing reports.    
  • Attention to Detail: Diligence and a high level of care in conducting inspections, documenting findings, and ensuring accuracy in all tasks.    

 

 Minimum Qualifications: 

  • Education: Bachelor’s Degree  
  • Experience: Prior experience in law enforcement, military, security, or airport/aviation-related fields, particularly with heavy public contact.  
  • Licenses/Certifications: Valid driver’s license, potentially requiring specific security or enforcement certifications depending on the jurisdiction.  
  • Skills: Strong communication (written and oral), interpersonal, and problem-solving skills, knowledge of security methods, surveillance equipment, and applicable regulations (FAA, TSA).  
  • Physical Demands: Ability to perform tasks involving frequent walking, standing, and potentially lifting and carrying objects.  
  • Background Checks: Passing in-depth background investigations and security threat assessments.

A Code Enforcement Officer enforces municipal codes and ordinances by investigating complaints, conducting field inspections, identifying violations related to zoning, land use, blight, health, and safety, and issuing warnings or citations to ensure compliance. They document violations, maintain case files, prepare reports, coordinate with other departments, and may testify in court, working to protect public safety, property values, and community quality of life.
